"Switches" are simple configuration flags one can set that cause wider changes within a system.
One might write a sendmail configuration switch that switches a machine between being a mail hub or a null client.
The idea is really a form of automation. The more complicated the change, the more prone it is for error, and therefore the larger the benefit of automation.
